This is an interesting question.

We make effort to make upgrades work between each subsequent normal
release: 8->10->12->14, we'll also invest in making the upgrades work
between LTSs 6->14.  Given that, 8->14 isn't specifically on that list...
 As 14 approaches, we'll better understand if we get the non-LTS -> LTS
skips for free due to the LTS -> LTS effort.  Given the nuances of systems
and packaging, my guess is: no.
