I assume the zones were already updated to r151006 or were created
post-upgrade?  Try shutting down the zone and doing the update from
the global, using the -R option to direct the operation into the zone
root, e.g.

pkg -R /zones/myzone/root update

I'll double check the process.  I swear I did the update from within
the zone in my testing, but I could be wrong.
