Let's be clear.  IPS itself doesn't care what's in a package.  That is
a policy decision by the package author.

At OmniTI, our custom packages tend to be monolithic, including
headers and runtime bits.  It's simpler, and disk space is cheap.  The
package set from illumos-gate has numerous examples of separate header
packages (system/header being the most obvious).
