And I did.  Same result.  I did some other tests (log in via root and go
on to the zone using zlogin, in case it was something in my user 
environment, etc), but nothing changed.  All pools and datasets involved
are healthy.

The intended use for that server was to test software in zones with new 
BEs for each test.  Not being able to create BEs is a bit of a problem.
So I will re-kayak the box when I find the time, and hope that the
problem goes away, in true M$ Windows fashion. :-)
