Did you change your omnios repo to the one for r151016? Different versions of OmniOS reside in their own repos now, so first you must switch the omnios publisher, then you can just run 'pkg upgrade'

pkg set-publisher -G http://pkg.omniti.com/omnios/r151014/ -g http://pkg.omniti.com/omnios/r151016/ omnios
pkg update -v
