I see that 'rmformat' is delivered on OmniOS by this package:

% pkg search rmformat
INDEX      ACTION VALUE            PACKAGE
basename   file   usr/bin/rmformat pkg:/service/storage/media-volume-manager at 0.5.11-0.151016

Presumably this also deliveres 'vold' which makes dealing with DVDs 
and USB-sticks more PC-like.
