When I hit situations like this I usually try a verbose update with a
specific target version, which induces pkg(1) to output more useful
info:

$ sudo pkg update -v curl at 7.54.0
Creating Plan (Solver setup): -
pkg update: No matching version of web/curl can be installed:
  Reject:  pkg://omnios/web/curl@7.54.0-0.151021
  Reason:  No version for 'require' dependency on
library/nghttp2 at 1.21.1-0.151021 can be found

It looks like curl requires an unreleased update of nghttp2.  Latest
in the repo is 1.21.0 from 14 April.
