Okay.  Adding a "loadkeys" invocation after keyboard selection should do the trick:

 # Get the user's keyboard choice out of the way now.
 /usr/bin/kbd -s
+/usr/bin/loadkeys
 # Remember it post-installation scribbling into installed-image /etc/default/kbd
