Do you have this config in sshd_config on the remote side:
GSSAPIAuthentication no

If GSSAPIAuthentication is active you sometimes see timeouts cause by
the remote side waiting for GSSAPIAuthentication which by default first
will timeout after 20 sec.

Other configs of interest:
LookupClientHostnames no
VerifyReverseMapping no
